Juan-Pablo Montero delivers keynote at WCERE 2026
Juan-Pablo Montero delivered a keynote lecture at the World Congress of Environmental and Resource Economists, held at NOVA University in Lisbon, Portugal.
His talk, titled “Driving Restrictions: Lessons and Challenges from Over 50 Years of Experience,” focused on the design and effects of urban driving restrictions. The lecture discussed several examples, including Mexico City’s Hoy No Circula, Bogotá’s Pico y Placa, Santiago’s Restricción Vehicular, and Madrid Central.
The keynote highlighted that uniform driving restrictions often fail because they can create unintended incentives, such as encouraging households to buy additional cars. It also discussed how alternative designs, including congestion fees or exemptions for cleaner vehicles, can lead to better outcomes.
